I am considering setting up a small aquarium to include living rock a couple
of small fish and inverts - shrimps etc.

How small can I safely go?

Will a 12 gallon tank be adequate with frequent water changes?

As a general rule, the larger the tank, the easier the maintenance. Smaller
tanks require more precise attention to water qualtiy control practices
since a small amount of contaminate will result in a much larger percent of
contamination than compared to a larger tank.

That said, I have seen 10 gallon mini-reef tanks. Very cute and attractive,
but I would imagine very time and experience demanding.

There's nothing wrong with setting up a tank the size you want, just keep in
mind your fish husbandry skills and the relative difficulty of maintaining a
tank of that size.
