Today I emptied and cleaned the pond to find a fish that had something
attacheded at the anal area. When I looked at the fish after netting
every one else it looks like his intestines are hanging out. It is
whitish with a red vein running thru. So I guess I will have to
euthanize it. Any other suggestions?

I is no expert but could it not be a spawning tube??
I'd hold off any "euthanization" for now, isolate the fish and keep
observation.. I'm not into life for life's sake, but if the fish is healthy
in all other respects I'd hold off until you can get a proper observation
done...
it may return to health, and as long as its not likely to be a contagious
problem there's no real risk to his pond mates...
if it is peritonitis (or the fish equivalent) its gonna be pretty ill soon..
then you may have to go the killing route..

So what is the approved method in the group? Club soda, ice box, filet knife, cat?

The easiest method is to use clove oil dissolved in pond water. I use about
3 cc in 10 gallons of water for euthanisation, and only 1 cc in 10 gallons
for anaesthesia. The fish will roll over quickly, fully asleep and stop all
gill activity within 10 minutes or so.
