OK,

I know that it is some sort of communication... Has anyone nailed what it
means. I was able to induce both of mine to start doing it repeatedly by
doing it myself..... Was I challenging the dominant fishes authority? She
seemed pretty ****ed!

Read up on clowns. It's standard pair behavior (for the male). My male
maroon does that a lot to the female.
