static type shock. if not can anyone a way of removing this small electric
shock.

By static type you mean it hits you once and never again?
Maybe your tank IS already grounded and you discharge static
electricity you accumulated on your clothes, your body?
"Safety probe" is kind of controversial device... Yes, it will
help the faulty device to trip the breaker or GFCI quicker...
But when everything in the tank is in order and only stray
currents escaping trough good insulation, the probe actually
increases these currents causing them to flow through water
to ground... And this could be worse for animals in the tank
than just stray voltages with no current flowing to the ground.

You want a "grounding probe." These are available at your
Local Fish Store (LFS) or online. Check MarineDepot.com or
PremiumAquatics.com
