Seems pretty reasonable. They list the minimum recommended tank size,
and the maximum adult fish size. It doesn't require rocket science to
understand that the larger the fish is, the bigger tank it will need.
Fish stores often sell specimens that are just a couple of inches long,
which should do fine in a 25 gallon tank.

The larger the better in my opinion. My tanks range from 10 gallons
to 75. I would measure the space available to put the tank and look
for the largest that will fit. When you set it up, leave enough space
between the tank back and the wall to freely be able to move the
filter on and off. Filters do accumulate muck and need occaisional
thoughroug cleaning including the pump impellor. I have a 75 gallon
tank that I set too close to the wall and I have a difficult time when
removing the filter. Live and learn.
