How to glue suction cups

Hi,
I have a problem with suction cups not sticking to the back wall of
the aquarium. I tried gluing it with dolloar store crazy glue, but it
doesn't hold well. Anyone here use a brand of glue that works better?

Clean the glass meticulousley and use a touch of aquarium silicon
