If the water flows one way, don't all the fish end up in the same tank?
and I'd also worry that even given all that extra volume of water, you
couldn't actually _use_ it to fill up with fish...
and why isn't the bit of the picture you can see through the water in
the "highway" more distorted??

water doesnt "flow" ... fish swim up into the tubes. water is held but water tension
(dont know about that highway thing).
