No, it is not okay. Apologizing is fine, but many posters have slow
dialup connections. This is something that should be apparent to
usenetters as it is a pervasive issue.
The best way is to post the picture to a public internet site and
direct us there.

That's an advantage of using news.individual.net. They aggressively stop
spam and attachments on their newsgroups. I wouldn't put up with that from
my ISP on email, but for newsgroups, I really doubt I miss anything
important.
