Hi. I have a tetra that looks like it has dropsy and it is not improving.
I've tried antibiotic on it but may have been too late. Is this contagious
to the other fish? Is this fish suffering? Should I put it out of its
misery? How?

is just a Tetra so put it down but the reality is that treating a small fish
like that likely costs more than replacing it and you don't need to worry
about it being contagious.

well now you are opening up a real can of worms as there are many different
methods that some agree with and other don't. I freeze mine or decapitate
them.

For adult fish with enough body mass, I throw them against the side of
the toilet bowl. Almost instantaneous death. I have done this with
one of my platties that had dropsy. It is not a pleasant disease to
watch.
