assuming its all new, check the contacts on the bulbs make sure there all 100% lined up
work it back and forth to remove any wax used in manuf.

I can't see how you would have all four faulty, and if they are burning at
each end of the tubes the filaments are ok and are receiving power.
Do you hear the distinctive click from the ballasts when turning them on?
What sort of wire and how long are they connected between the tubes and
ballasts?
Are the 2 pin "starter capacitors" that are bayonet fitted along side the
ballasts the same wattage as the tubes?
Are the ballasts, starters and tube wattages equally rated?
The problem is simple with a little electrical know how.

What brand are the NO's?
i know that the T8 Zoo Meds will do that for a short time
then fire up all the way.
