How big a tank heater is needed in a 10-gallon aquarium that is in an
unheated room that may reach 40 F ?

To raise it 40 degrees that's going to be quite a large heater.

That's a very popular heater right now, it has an IC circuit for determining
temperature and is titanium, so unlike glass there's no chance of breaking in
your aquarium.
If you scroll down the page some they have a matrix to figure out how many
watts you have, and according to that you need at least 200 watts to heat 10
gallons 25 degrees.
What I would do, buy one 100 watt, and then depending on how much it stays on,
buy another 100, less or more. You do not want your heater running 24/7, you
want it to cycle on and off.
