I have a yellow tang in my tank that today I noticed has a film of some
sort on one of his eyes. It is white and has is causing the eye to stick
out a little. Does anyone have any idea what it could be and how I
should treat it?

Seen it lots of times. It is sick. I suspect Ick.. If it is not already you
will notice it will quit swimming and start hiding in cover.

The Tang has gotten worse, he now has discoloration on his head. I am
about to run to a LFS to ask for some advice. Below is some stats on the
tank and advice is welcome.

I just finished a battery of test on my water here are the results
Ammonia 0
Nitrite 0
Nitrate 0-10
PH 8
Phosphate 0.5

What I have in this 44 Gal tank is 1 yellow tang, 1 Yellow tail damsel,
1 tomato Clown, 1 sand sifting starfish, 1 large black spine urchin, 1
bubble tip ananome and 38 pounds of live rock.
