I've just started cycling a Juwel Rio 240 (50g).
However, I can't get the temp down below 80 unless I switch the lights off,
which is no good as I have plants in.

I've checked the heater.
I've had it turned down, and off. It's not stuck on.
The only reason I can think the room is so warm is the psu of the computer
and some other stuff.

Any ideas ?

What is your ambient temperature?That PC would have to be 12000btu to heat
that room and aquarium.

What kind of lights & their wattage? What's the room ambient temperature?
Any direct sunlight or nearby heating vents in the mix?

And, just to make sure -- this *is* a freshwater setup, correct (while this is
rec.aquaria.freshwater.misc, it's always good to check...).

Maybe he's got one of those new fangled machines they're using to
predict global warming? I hear you have to wire them directly into the
national power grid.

The room is always quite warm, though the radiator is turned way down, and
is on the opposite wall.

Lights are supplied 2 X 38w with reflectors.

No the computer is not connected to the national grid, but the racks,
mixers, monitors, various instrument psu's are :-)

Yes, it's a freshwater setup.

I have a JEBO 29 gallon tank that rarely gets below 80 degrees with
the room temperature at 74F. Checking just now, it is down to 78 with
the ambient temperature at 72.

The hood fully encloses the top. The filter and heater are both under
the hood. I have often wondered why it was at 80 when all my other
tanks were 78 where I wanted them. I even wondered if the gravel was
doing something.

This tank gets no direct light except for its own lights and the temp
only drops about 1 degree overnight. It is puzzling, but the fish
seem fine with the higher temperature. I do have air conditioning in
the summer set to 74 degrees but the area where the JEBO sits doesn't
get enough circulation, I guess, and I have seen it up to 82F, it has
even crept over setting off the high temp alarm. I left the cover
over the filter box up and managed to get the temp down. This tank
has rounded corners and black trim with a matching base. It is
attractive even empty, but a plague on the heating issue!
