This may have come up before, but which is better? I'm re-doing my 20
gallon and I'm debating which to get. The local Petsmart has Flourite,
but the Eco-Complete I'd have to mail order. How many bags will be
needed for a 20 gallon high (12"X24")?

Also, here's how I intend to plant it:
Hornwort, Hydrophila diff., Rotala indica in back
Ceratopterus thalicroides(water sprite) and Corkscrew val in midground
Dwarf Sag. and Glossostigma in front

I'm going to fertlize with Flourish, Excel, and whatever other macro
nutrients are needed. DIY CO2 injection and 65 watts of CF lighting.
Tap water parameters are around moderately hard, ph of about 9(the co2
should bring that down to 6.8) a little bit of nitrates out of the tap
as well. The tank is eventually going to be pretty heavily stocked when
everybody grows up (6 tiger barbs, 2 Clown Loaches, and 1 SAE), but it's
over filtered with an aquaclear for up to 50 gallons and a penguin
bio-wheel filter for up to 30 gallons. Can anyone forsee any problems
with this selection of plants?

TIA,

It gives a quantity per gallon on their website for Flourite, see link

I have 3 bags of eco complete in my 20H. It's about 3" on one side, with
it mounded up to about about 5" in the back right corner. Otherwise I think
the 3 bags would probably do about 3 1/2" level. I like the color and
composition of eco complete.

eco complete is the way to go i believe and it also doesnt have to be
rinsed[or very little] compared to flourite and others.

Having used both, if it's a color issue, just pick the one you like
better. Personally, I like the eco-complete better. It's easier to
work with. Three bags will fill a 30x12" (29G) bottom with 3" of
substrate.
