I have a cycled freshwater tank. I'm starting a Salt water tank. Can I use
the Fresh water bacteria to cycle my Salt water tank?

No- the microbial species and the consortia they form are completely
different.
You'll have to set the nitrogen cycling ecosystem up as if you had no
other tanks.

No, they are not interchangable.
Either cycle the old fashioned way, or get the sal****er version of
Bio-Spira.
