I've got an Oranda that likes to nip at other goldfish. Is it normal behavior? I don't think it is trying to breed. It just loves to bother the other goldfish.

I think you just have a bully fish. Some methods that have worked in the
past for me is to take the bully out of the tank for about a week and put
him in his own tank then re-add him to the mail tank. Another method that i
heard about some people doing is to use a stick or net and "bully" the bully
fish with it while he is bullying another fish- he loses his "bully status"
after this because you are the bigger bully to him.....
Worth a try

Just smack him on the nose with a rolled up newspaper when he mis-behaves.
