Is 80lb of live rock enough to start a reef tank in a 75gal? Also put
in three heavy bags of live sand.

That would be more than adequete for most applications, yes. Be sure
you follow all curing processes.

Yes, but only if you cure it outside your display tank. The die-off,
even in rock advertised as "cured" will cause water quality to
decrease, potentially harming livestock.

That's adequate amount of live rock for a filtration.
Usually, people put 1~2 lb of live rock per gallon.
For nice aquascaping, 1.5~2 lb is recommended.
Also, you can put cured live rock after you put your live stock in your
tank. However, just put it little by little. Don't put large amount of live
rock in your tank even you buy "cured live rock". Sometimes, it cause
ammonia and nitrite.
