I have a aquaclear 200 for my 25 gallon tank, would this be enough
filtration and create enough current (fish, LR and coral)? Would I still
need to add a protein skimmer and power head?

Skimmer YES. I ran a 29 gal with only a skimmer and one power head for
years, then I moved it over to a 55 gal tank with a skimmer and 3 power
heads on a Natural Wave timer.
Keep the fish to very small types.
do you need A power head? depends on what corals you want. Worry more
about what you can afford for lighting, then decide on the corals/ Most SPS
need more intense light than Softies.
