I was out of town for a few weeks and had a friend feed my fish for me. When
I returned, I checked the tank and the nitrates are very high, did a 40%
water change. Nitrates are still too high. My question is how long should I
wait before doing another water change and how much water can I change.

I was in such situation couple of months ago and I was making
30% changes every other day. Everything was doing fine.

How high is the nitate?
If you're running fish only tank, it doesn't matter much except for several
kind of fishes such as a powder blue tang.
However, if you want to lower nitrate level quickly, I recommed 20% of water
change for every three days.
Absolutely, 40% of water change is too much unless if you have enough live
rock of good quality.

My last was February running with two 1.25L DIY fluidised beds in a 40Gal
reef tank, plenty of caulerpa. No plan on doing one anytime soon.
