I will be setting up a tank system here in San Francisco, CA, where I will
be chilling the water down to emulate local conditions (55-60F) and was
curious if there are any message boards, usenet groups, or other internet
related web sites about chilled aquaria.
also, are the marine test kits for nitrate, ammonia, etc designed for this
temp water, and if not, can the water be raised to the appropriate temp
range and not mess with the results?

Temperature won't affect such tests.
Are you aware that chillers are very expensive and costly to run?

salinity will be an issue I am not 100% positive on the details, but most are calibrated
for higher temps, you will need to either re-calibrate or get a chart, I think reefcentral
has one burried with its calculators and such. also google for one posted by i *think*
boomer.

The website is quite chaotic - but there's some good stuff there - and
the smart group linked from it has a lot of experienced people. Be
aware it's for people keeping NE Atlantic species - so you wont be
able to get advice on livestock, but the phsyical info should be the
same.

temperature affects a lot of tests, including specific gravity.
look into getting a used lobster tank from the supermarket.
