I have a CO2 kit (yeast/sugar) recommended for a 20g tank. I think
the LFS said that's the biggest (yeast/sugar kit) I could get without
adding lots of expensive equipment. I have a 29g tank however.
I put in two new plants and they look awesome up against some of my
older ones. Is my kit doing it's job? Why do you think some plants
are getting a little dingy looking? ( I add fertilizer - 5ml/wk)
Are there yeast/sugar kits that are made for slightly larger tanks
than 20g?

DIY CO2 System for Planted Aquarium.
A nice article, I used this system, worked very well. The CO2 reactor
worked great, but was kind of large and visible. So I built this one;

Between the algae, high nitrates, and slow plant growth, I would say you
don't have the right balance of fertilizers. What are you using for
fertilizer, and are you adding anything to the substrate? Also, what is
the substrate?

You could also check your water hardness(KH). Experts suggest that
plants prefer a KH of between 4 and 6 degrees. You could add baking
soda to increase the KH. Dissolve 1/8tsp into half a gallon of
tankwater (or as much as you require until you get a reading of 1
degree). Add 1 degree a day until you reach between 4 and 6 degrees.
Doing this will also counteract the DEcrease in pH that will result
from injecting CO2.
Tip: If your using the Nutrafin CO2 kit,you would probably have got 2
sachets. One being yeast, the other being a stabiliser.
Instead of buying replacement sachets, just use 1/2 tsp of bakers yeast
to the required amount of sugar (that takes you up to the sugar line).
The stabiliser is just baking soda that makes the yeast last longer.

Just got a new high out put light canopy - 56w.
Sure is causing lots of O2 production. (Lots of bubbles from the
leaves)

Bubbles from the leaves is called pearling. I think you have enough CO2
;~). Your old plants will probably perk up. Note that successful plant
cells conform to their environment, so whenever there is a large change
in the environment (ie: CO2 levels, light levels etc), you may experience
some die-off of vegetation.
If you wanted more CO2 *cough*, the easiest might be adding a 2nd unit
and alternating their servicing (or go to a DIY sized to whatever you
want).
