would a water container that has previously held glycerine, but been well
washed out, be ok to store water for water changes?

Glycerol (glycerine) is fairly nontoxic (it's used in medicines). Any
small amount that's still in the water will be quickly used as food by
the bacteria in your filter.
I'd be more concerned about any soap used in washing out the container
or something leaching from the container than the glycerine.
P.S. The glycerine itself would't be a problem, but there might be an
issue with something else that was in the glycerine, if it wasn't pure.
