Yesterday, I had to reglue a 3/4" pvc fitting to a bulkhead after setting up
my new custom sump. There was only one 3/4" fitting glued and it's for a 50g
sump attached to a 150g tank. I'll put in Poly-filter and carbon once I fill
up the sump and right now, I have a fan blowing around and through the 3/4"
fitting. What is a safe set time for the pvc glue before I can fill the sump
with water?

An hour is usually enough. However sometimes I've been impatient and ran water
through it sooner.

An hour is enough for the glue to set long enough to make the joint
strong enough to take the water pressure but it will not be finished
curing and will still leach componds into the water. I would give it a
full 48 hours if it were me....

I've waited as long as it took to glue several fittings and plug the pumps
back in before. I've had the glue come out the pump and float on the water
(where I scooped it up) and it has never caused any problems to
fish/corals/inverts..
FWIW I have also use weld-on #4 to glue a stiffener in a sump that was under
operation. (told the person "it might kill everything, might not, its your
call") and everything was fine.
I DON'T recommend you do the same as YMMV
