Can anyone please tell me what this is:

there semi transparent and either sit on the side of the glass or can be
seen swimming upwards in a jerky jellyfish manner towards the light. When
they reach the surface they stop sink a few inches and swim again.
They dont seem to be bothering anything and the fish are ignoring them

It's part of the life cycle of a hydroid. Medusa, I believe it's called.

Is it a bad thing to have in my tank?
It (they) also only have 8 arms.. the pictures on this link all have
multiple arms

Honest answer is I'm not sure. There must be a hundred in my tank (cleaning
magnet has put paid to a few) and they don't seem to be bothering anything.
However, I'm naturally suspicious of anything with no heart, no brains and
more than two gonads.
