I just did a check on my tank and the ammonia is at 0.04 and the ph 7.8

I currently have:
26 # LR
1 sifter snail
1 coral banded shrimp
1 urchin
2 hermit crabs
1 bubbletip anemone
and a soft coral

Based on these readings is it possible to tell if my tank is cycled yet? It
has been running for about 2 months now (with a 4 inch sand bed).

Your PH is low, it should be up around 8.2-8.4
Ammonia must be 0, nitrites must be 0.

Generally the tank is not considered cycled until the above is true.

How big is your tank?

29 gallon, I have 50lbs of aragonite sand. I thought it would help keep the
ph in an acceptable range. According to my test kit it says the ph is
acceptable, would that be for fish only maybe? Or is it just at the bottom
of the range?

truth be known its really hard to tell what your ph is with a test kit, you
really need a monitor like the pinpoint or similar. your Amm will hit 0 in
due time, just be patient.
