I don't think your choice of fish precludes any particular plants.
Clowns are usually quite carnivorous, leaving most plants alone. Without
details regarding tank size, lighting etc, I can only suggest you
experiment a bit with what is locally available to you and looks good,
avoiding most of the red, expensive and foreground plants.

How much and what sort of light do you have? Loaches don't eat plants
but they can dig them up.

right now incodesent & sunlight, I have a 12" florescent balest that I'm
going to swap with the incodesent. What is a good watage to use. I also
am not using an airstone, and I have a side mounted filter.

I would say cheap and cheerful. Go for plants that are specifically
aquatic...a lot of plants that are on sale in the UK at any rate are
house plants in water. Maybe leave them in their pots if you are worried
about the Clowns digging them up but it has to be said my Clowns don't
do this. I can't remember the name of my most successful plant but I
have to cull it so often some of it will go as cuttings into my Mbuna
tank (far worse than any Clowns for digging up plants). It is already in
all the other tanks and causing overgrowth problems in there. I'll check
it out and let you know within the next few days.

Sorry, but you still haven't given us enough details. What are the
dimensions of the tank? How many gallons? Small tanks require quite a
bit of wattage because of their small surface area. As for
airstones/filters, you only want to minimize surface agitation in a
planted tank if you're adding CO2. Otherwise, you want good surface
movement because that's how CO2 gets into the water.
Sunlight is a mixed blessing. It's free and bright, with just the right
spectrum ;-), but has a strong tendency to cause algae problems. Unless
you have a lot of planted tank experience, you will probably want to put
an opaque backdrop on the tank and block the sunlight.

It's a 10 gal tank

OK. For a 10 gallon tank, you can grow java fern, Anubias spp., java
moss, or cryptocorynes under a typical hood with an 18", 15
watt fluorescent bulb. For a wider choice of plants, put two 18" bulbs
or a 36W compact fluorescent fixture over the tank. Then you can try
small swordplants, aponogetons (might get too tall), sagittaria, or stem
plants like baby's tears, Rotala, Ludwigia, or Bacopa. You will
probably want to add Flourish Excel or CO2 to help with algae control.
High light, reddish plants require more like three 18" tubes. At that
point, you can grow difficult, competition-style plants like submerged
riccia, Lilaeposis, or rotala macranda. If the tank balance is off, you
can also grow algae so fast it will make your hair stand on end.

To start with, you may want to go to Walmart to get few plant bulbs.
They are cheap (about $2 for few) and care free. Just drop them in the
tank and they start to grow in few days.

Well, sometimes they do and sometimes they don't. My daughter talked
me into buying some a few months ago. The packet of 3 Nymphae Red
Tiger lotus are doing great, but of the packet of 7 Aponogeton hybrid
rhizomes, only 2 sprouted, one after a week, the other after a month.
One, after two months, is still sitting at the bottom of my plant
tank, the rest were discarded after becoming soft and squishy.
