i have noticed that my rainbow rubs up against the filter intake, he has
a white cottony substance on his fins and side. It also looks like he
has some growth on his moth as well. New tank that is cycling. any help
would be aprechiated.

Cottony stuff on sides & fins = fungus. Generally requires bad water and/or
immune suppressed fish to have.

Cottony stuff on mouth = (generally) columnaris (bacterial). I've found
Rainbows are particularly susceptible to this. Treated with anti-biotics.

Note that as you have true fungus (sides & fins), the growth on the mouth
might just be advanced state of fungus.

Perhaps you should post your water parameters so we have a sense of the
water conditions.

as of yesterday (changing water this after my coffee) amon-0, nitrite-5,
nitrite-20, ph-7.2. as I said in my first post still cycling it would
be alsmost 2 weeks now.

If that's 5ppm of nitrite (NO2) then that would be a very bad thing. Time
for water changes and then add a bit of aquarium salt (teaspoon per 5g).

You need to do some good water changes and keep them up plus you probably
should medicate the fish (be careful to not loose what cycle you have going
right now though) with official fish medication or in a hospital tank and
the progressive salt treatment. Good luck and later!

There are tons of medications for curing fungus (both true fungus and
columanaris), Try getting some at your local lfs or online
(www.thatpetplace.com if you are in the u.s., or equivalent elsewhere), it
is pretty cheap. Good luck - and remember = do what you can to save the fish
but don't break the cycle in the long run as it is very important to have,
later!

...and the salt is only for the nitrites..
