Would it be OK to have a very small (~1.5" long) Ryukin with a much
larger (~3.5-4") Ryukin in a 20 gal long tank?

Sure, as long as the little one gets to eat. Sometimes the larger GF will
hog all the food. It is better to have them all a similar size, if
possible.

I'd heard it was best to keep GF the same size but now I understand
the rationale. The little one is strong, fast, & pushy. I think
there's a good chance it could work.

I haven't seen GF fin-nip. The males will chase the females when they want
to spawn, or feel a bit raunchy but there is no fin nipping that I have ever
seen.
