Can somebody explain, or direct me to a good explanation of what the
DSB is?
This is the first time I've heard of it, and of the dangers of
disturbing it.
I have a 15 gal. reef, and, if I remember correctly about 20# of live
sand... I use a gravel vaccuume in the once a week... Is this bad?

while I'm sure the links provided are excellent for DSB's your 15 gallon
tank may very well have a lot of sand in it, but its not a DSB per say. a
DSB needs to have enough foot print to allow for O2 voided areas and a 15
gal doesn't provide for that.
so your vacuuming isn't a huge concern, but should not be needed if your
water chemistry is kept in check and nuisance algae and detrus are minimal.
