I have a 6g with a betta and two panda corys. I'm torn between 2 more
corys and an otto (pushing the limits I know) or one Cory and one
otto.

OR .....since the betta just hangs out in the corners(doesn't like
the water flow from the mini penguin) and the corys are small and
keeping low for awhile(will get more playful when they get biggerI'm
sure) I don't have a lot of movement in the tank.

Could someone suggest two smaller fish to give my tank a bit of
action.

TIA

I wouldn't go for a single oto - they are best kept in groups. Another
problem I've found with Otos is feeding them - mine will only eat
natural grown algae so if you don't have much they might starve
themselves (one of mine did - I realised what was going on and moved the
others).

If you went the cory route I would get a couple of more Pandas...I've
found the more the merrier and the more the action increases...

One possibility is to change your 2 pandas into 8-10 dwarf
corys like C. pygmaeus or C. hastatus - or possibly C.
habrosus.

Why? C. hastatus and C. pygmaeus are able to swim like
tetras, too. But they are (and stay!) real corys.

My last tropical tank is a small planted 25 liter (~6g) tank
with 7 C. pygmaeus, some shrimps and snails. My pygmaeus
like playing in the sand, they swim loopings while visiting
and cleaning the plants, they are very interesting and
active little fish and fortunately feel well in such a
small tank.

Sorry, bettas like tanks with silent water and a lot of
plants to hide behind or swim through in slow motion looking
for food. Could you possibly try to reduce the filter flow
in any way - or are you able to lead the filter flow to the
glas pane?
