This morning when I woke up, I took a look at my tank and saw my two baby
Clown fish swimming within the feathers of a Hawaiian Feather Duster. It
looked like Clown fish rubbing against a BTA. Is this normal?

Yes, it happens. They'll host in anything.

It definately happens. I had my clowns host in an elegance coral a
while back, and now they happily live in a 10" x 10" patch of green
mushrooms. Somewhat odd, since there are 3, count them, 3 full grown
anemones in the tank, two of which are less than 6" away from the
'shrooms.
The duster doesn't seem to mind the clowns? Would think it'd jump
right into its tube. You might want to move the duster if they're
bothering it.
