Live plants shipped without heatpacks

I wanted to purchase live plants on eBay but during
a routine pre-bidding conversation with the seller
I found out she is not including any heatpacks!
I explained I live in Chicago and we had 0'F last week.

Her explanation was as quoted:
"Heat packas are too hot to pack with a small order
of plants. There really isn't any time for the plants
to freeze unless they sit on the porch or a streetside
mailbox until someone gets home. Other than that,
the plants are wrapped in damp newspaper to keep them
moist and sealed in a plastic bag."

Would you risk the purchase? Does it sound reasonable?
I understand standard USPS Priority Mail Service goes in
the truck - will it freeze overnight on some parking lot?
How big chance do I have it will arrive ok?

Water soaked newspaper will not have any heat retention at all.

I'd give it a few hours in sub 32' weather to freeze solid.

What type of plants are you purchasing? could they be found locally( or
somewhat locally)? A few stores around here grow/sell Red gracellaria,
Cheatomorpha, halimedia, caulerpa, and more..

On the other subject - is there any chanse you will have
skunk cleaner shrimps next week in the store or rather not?
