I am considering setting up a small aquarium to include living rock a couple
of small fish and inverts - shrimps etc.
How small can I safely go?
Will a 12 gallon tank be adequate with frequent water changes?

It can be, but remember water pollution will occur swiftly.

Here are a couple links for ya to browse. There are several very nice "nano"
reefs out there. My smallest is a 2 and a half gallon. But it doesnt have a
single fish in it. Just LR, snails, crabs, feather dusters and shrimp.
