WTF tons of bugs & small white hair?

I've been playing around with power head placement and this morn. I noticed a slew
of really really tiny translucent bugs ok thats fine. as the day went on the tank started to
cloud up a bit, looked like micro bubbles, ok I'll play with the skimmer later. now looking closer
the bugs number in the billions and what I thought was bubbles is like small white hair.
Any ideas? On a side note 1 of the clowns we got thurs is looking like it has fin rot.

I was just able to get a better look at the clown, not fin rot but a white film coming
from him covering the fin, so some internal parasite prob,
