It is recommended to acclimate your critters to new light slowly.
Especially when upgrading to MH.
I cant see how running your first two bulbs before you get the other 2 could
hurt your livestock, (assuming you have no photosynthetic creatures and we
are not talking about waiting several months) BUT...
There's a red flag going up about the ballast.
I'm not too familiar with IceCap. If memory serves me correctly, you are
not supposed to run a 4 bulbs ballast without all 4 bulbs being hooked up.
I'd look in to that first and wait to hear from others.

You'll have to wire it up according to the instructions, and it may be that the
660 will only burn 3 or 4 bulbs. I don't remember if that one can run merely 2
bulbs.
But if you can wire it with 2, you'll have to rewire it for 4 bulbs later. That
may be more trouble than it is worth.

just wired a URI A4, it is a Ice Cap 660 without the dimmer, heat sink and
minus a hundred dollars on the price tag, I would wire your hood for 4
lamps, on the wiring diagram you will see the lamps are paired, install your
lamps on one or the other and later on you will not have to rewire your
hood.

I am wrong, wiring is different for two and four lamp application. the
ballast will do 2, 3 or 4 lamps FYI Marc.
To answer your question correctly this time, if you do not mind wiring your
hood a couple of times wire it for 2 lamps, if you want to do it once wait
here is the wiring diagram,

If it is Fish Only, lights don't matter that much. You can pretty much match
the photo period you normally utilize. If you have corals, or you are trying to
prevent an algae bloom, it is best to add light gradually.
You can do this by setting a timer for a short period at first (4 hours a day),
and increase it 15 minutes each day for about 2 weeks.
Another method is to put a light diffuser over the tank (we call it eggcrate),
and 6 or 7 layers of screen material (like you use for a window). Every couple
of days you pull out one layer of screen, and after 2 weeks your tank is
acclimated to the lights for the full photo period.
