Typical measurements are 3-7watts per gallon of aquarium water, but then
again to exactly how much we will need to know what your planning on
keeping.

You said "one invert" which I'm guessing is an anemone?
With a tank that is 30" tall, you'd need to put that anemone about midway down
in the tank to assure it will do well, if you opt for VHO lighting.
I would suggest 4x110w VHO over that tank, which will allow you to have good
success with soft corals - they are not light-demanding. You'll need an IceCap
660, the wiring harness, and 4 48" bulbs. I suggest 2 daylight (6500K) and two
Super Actinic (URI makes good ones).
If you think you might possibly decide to keep clams and hard corals, I'd
suggest you get 2 x 250w MH lighting.

Neither. 5-8 per gallon is a rule of thumb only. The rule of thumb is
based on display tank size.
To properly determine the ammount of light you need to take into
consideration the livestock you wish to keep, the depth of the tank,
and the surface area. Then you need to ask around and find what works
for other people. For example a 250w MetalHalide is generally considered
sufficient to penetrate 18-24inch of water. A single MH bulb will
light about 2feet by 2fett square. So three 250w MH (plus some
supplemental Actinic) is commonly used on a standard 180gal tank (24"
x 24" x 72")
I have not kept your size tank, and cannot comment on the light you
will need.

A 250 watt or 400 watt 10k metal Halide would be nice.
If you like the blue even a 14k bulb might be better then you won't need =
the actinics.
I just installed a 14k bulb and I love the color (Mine is a coralights,=20
not sure if you have this brand over there, it's a 1000 watt, Urg Urg=20
Urg. and easily powers to the bottom of a 4x2x2 display tank.)
IMO you can't have too much light, I'd go for the 400 w, but then again=20
people think I'm a light/power pig. I am I suppose but not for any other =
reason than IMO I'm doing the best thing for my corals and anemones. I=20
have never regretted an upgrade and I have never gone backwards.
I use 2 x 400w MH on my 4x2x2 soft coral reef and the softies love it=20
these are radium bulbs (20k) the light is very blue. If you like actinic =
light go for the 20k radium AFAIK this is the bluest MH bulb on the marke=
t.
MY shrooms have multiplied by over 10 times their original number in a=20
year or so under this light.
