I don't know if there is a best, it all depends on how much you're
willing to pay and how accurate you need to be. I've been using the
Aquarium Pharmaceuticals Freshwater test kit since time began, pH,
Ammonia, Nitrites and Nitrates - no hardness test with this kit. A
little under 20 bucks. For more money you get more precision, but I'm
generally satisfied just knowing which ball park my readings are in.

Nutrifin makes my hardness kit, though I very rarely use it. I know
that my tap water is very soft and will just get softer over time in
the aquarium. It's the same kit that my lfs uses at his store. One of
his employees accidently grabbed one off the shelf and opened it, not
knowing there was one already opened for the store, so he couldn't
sell it and gave it to me instead.

As for chemical testing, I think that Sera tests kits work fine.
