You can place it wherever you like as long as it is completely below
water. Sideways, up-side down, dosen't matter. Just make shure the heater
isnt physically touching any gravel or decorations. As long as you have a
decent amount of water movement in your tank the tempature should even out
in your entire tank.

I use a 100w submersible ebo-jager on my 50gal. It's always fully submerged,
and it doesn't seem to matter where I put it (good circulation in my tank).
The temperature is always constant and it never needs adjusting once it's
set, except during severe heat waves, which are rare on Vancouver Island.
