I want to clean out my aquarium, remove tubes and other equipment, and
clean it all thoroughly. How do I use Potassium Permanganate (KmNO4) ?
how much to dilute it, and how long to soak, or wipe down the
equipment?

try using bleach instead. it's cheaper, safer to use, and easier to get rid
of when you're done.

Yes, and if its a smaller tank - sit it out in the sun after to let the
bleach vapor out good. Then rinse well before re-using it.
Permanganate will color your seal purple, and be very hard to clean out.
Very strong oxidation agent and dangerouse for you to handle. Stick with
bleach, about 20% with water..
