I have a pair of Neon Tetras in my tank for about 6 months. They have
both grown considerably and they appear to be healthy except for one
of them seems to be "bent" behind his belly. Its body does not run
straight anymore. Right behind its belly the body has a distinct bend
that goes out and then comes back again.
He seems otherwise normal. The tank has 2 clown loaches, a pleco, 2
guppies, and the two neons. Has anyone seen anything like this
before? Is this the "Neon Tetra disease"? If so, will it affect any
of the other fish?

Do you mean a bend sideways, so from overhead, there is an S shape? I
think this is mechanical damage, such as from a net during capture
against the glass. The spinal cord is popped out of place, and the
muscles pull the rest of the body back, or there is a kink in the spinal
cord. Mechanical damage is not contagious.
I think that a bend vertically (tail down or tail up) would more likely
be from diseases.
NTD is contagious to other fish (principally tetras), starting as the
muscles harden and going white around the abdomen.

A bent spine that pops up later on a fish that had a straight spine, can also
be a symptom if fish Tuberculosis.
