With a heater a Siamese fighter ( Betta) or at ambient temperature a
paradise fish.

Heated:
The obvious choice is a betta.
Killifish of some sort
Unheated:
Paradise Fish
If you wanted to go with a group, a few sparkling gourami would be great in
a tank that size. So would 3 male guppies. Or any of the killifish
species. If it's unheated, a few white cloud minnows could be pretty.
I would plant and light it, using an algae eating shrimp and maybe an oto
for algae control.

Interesting site, but I quibble with keeping a pair of guppies.
Moreover, aren't bumblebee gobies really brackish fish?
I also think keeping seahorses as suggested is asking for grief.

Anyway, NetMax had some cool combination for small
tanks that was (I think) a dwarf frog, a big snail and a betta
with some sort of plant--I want to say lilypad (?). Anyway,
it sounded easy and lively.

The lilypads are Limnobium laevigatum or Frogbit.
