I am completely new to this game, having bought my first tank only three
weeks ago. So, after advice from my local shop, it is in the process of
maturing. I have three long-finned leopard danios and five neon tetras,
which have been in the tank for just over two weeks now. They seem to be
thriving - certainly the danios are growing in size.

My question is this. The smallest of the five neon tetras appears to be a
much darker blue than the others, and is nowhere near as "neon". I noticed
this morning that, despite its small size and the fact that it doesn't hang
around much with the other fish, it was chasing another of the tetras
around, always trying to be the fish on top. Am I witnessing some attempts
to breed here? Can anyone tell me what is going on?

I'd be really grateful for your input - I think my local shop are getting a
bit fed up with my ENDLESS questions!

Thanks for your help

Could just be aggression. I had the same problem with my red tailed black shark who was a bit too aggressive, i separated him for a while the aggression subsided(for a while). Don't be affraid to ask your dealer questions thats what they are there for
