A friend of mine has an angelfish that has come down with popeye. Is
there a recommended method of treatment?

You might also try doing small partial water changes every other day
for a week. Popeye is often a bacterial infection caused by poor
water quality, so sometimes a water change will cure it with no other
intervention.
