I was checking my filter today and found a bunch of clear slimy things in
there, appeared to possibly have lots of tiny legs, any idea what it is?
related to my recent snail population?

Snail egg pouches. They like your filter cause it's warm.

ya I took a closer look, the slime had a bunch of white dots in it so I
figured it was an egg pouch, I thought the same thing about the shrimp, told
someone my tank was getting sea monkeys, they seem to have a little row of
legs on the back and can scoot around pretty good.

1) Is, as you know, snail eggs.
2) and 3) are amphipod crustaceans, a.k.a. scuds or sandhoppers,
although it's mainly semiaquatic amphipods that jump.
Odds are it's some species of Gammarus, although there are other
possible genera.
Here's some random pics of various random Gammarus:

They're not true shrimp. They typically feed on decaying plant matter
and leftovers. In nature they're important food for larger fish. In
aquaria I consider them harmless to vaguely beneficial.
