I bought a Pro Heat II Titatum Heater last year and ma now ready to use
it. Can I use it out side? And Will I need to put any barriers betwen
the heater and my snapping turtle(s)? I know they can't break it like
the glass ones I;ve had in the past.

I would say no, if the rain doesn't get you the condensation will. But if
you can keep the controller dry and away from temperature swings it might
work.
I've had the temp readout fail on two of these BTW. Heater still works, but
the temp reads over 100°F. These are both used inside.

I would use this heater inside as the controller is very sensitive on
this and many other Titanium heaters, any moisture from rain or
otherwise would probably be detrimental.
I also have used many different Titanium heaters, and had controller
problems too. I am now using a ReSun Titanium heater, so far it has
been by far the most reliable (but it has only been 6 months)
