Answering both of your questions. Goldfish and koi are popular choices
for fish ponds. I doubt many cats are good at fishing, I'd be more
worried about large birds (cranes, etc.).
There is a group called rec.ponds that might be more suitable for your
questions.
Cheers.

What fish you get depends on the size of your pond. Goldfish need about 10
gal/fish after the first 100 gallons. Koi require about 100 gallons/fish
after the first 1000 gallons. Rosy red minnows and orfes are also popular
choices. If you visit the friendly folks at rec.ponds you will find tons of
helpful information about all aspects of pond maintenance and enjoyment.
If you want to protect the pond from predators you can net it, install
motion activated sprinklers, etc...

I have fish and cats in my apartment. The cats tried to catch the fish a few
times, but gave up once they noticed they were getting their paws wet. I
wouldn't worry much about cats. Birds or racoons may be a problem though.
