I made the mistake of adding new phosphate remover without soaking and
rinsing. Strange, same brand and everything (seachem), and this time I
get the milky white water in my tank.

So, will this stuff settle out, or am I in a water change situation? It
seems awfully fine grain.

It will settle out. You might have some upset
corals, and upset fish. Keep in mind that people
often do more harm by overreacting.

By now it should be settled out, and you should be
seeing any results of the cause.
