What stops a pond from overflowing, and water spilling out into the
garden, when there is heavy rain?

If you're talking about an existing pond ... not a lot, unless you redesign
parts of it to incorporate an overflow system (covering the overflow with a
gauze so fish don't get stuck). I wonder if there's any eleectrical system
that can detect the level of water rising and pump out water until it
returns to level.

I guess that the design and working of a filter system may provide a
solution for some sort of overflow.

In an river or a lake we call that flooding. Ponds too. Ours
overflows in big rains. We built in a place for it to do that by
having a part of the cement edge that is 1 1/2" lower than the rest
(Used a 2 x 6 to make a form). That makes the overflow occur where we
want it. Only a few big storms in the last decade have gone over the
edge elsewwhere.

most rains the water just leaks out over the top, but where there are heavy rains and
during hurricanes ponds do overflow and fish do get out and lost. A friend in the
path of hurricanes goes out and runs a pump to take down her ponds. in fact lowering
both the ponds and her swimming pool are usual to her pre hurricane planning. Ingrid
