Hi, I've got this little bugs living on the water surface of my
freshwater aquarium, and I have no idea what they are. I recently got
a whole bunch of plants from a friend who was thinning out his tanks,
and I am thinking they must have come in with them. They are extremely
tiny, light brown dots, and they jump around on the water surface like
fleas when disturbed. There are a lot of them. Any ideas? Can anyone
help me?

Sounds like you may have water fleas which are a crustacean. Here is
an article about these with some pics:

I don't think so. Daphnia are commonly called water fleas but they
live in the water not on the surface and they aren't brown. They are
also the best food for fishes that I know!
