build up on tank sides

we have two fish in a tank that is 1" x 2" x 1.5 not sure how many gallons
it has a filter appropriate to the size of the tank according to the local
"pets at home" after a few weeks a greenish scum starts to build up on the
sides of the tank. I change the water about once a month. I put tap water
conditioner in and allow the temperature to equalize before I put the fish
back.
Am I doing something wrong.
On another note one of the fish is about 8 years old.....the other one about
6 years, how long do these things live. the thing is virtually silver now
which I assume is the goldfish equivalent of going grey

Well by my calculations thats a total of 0.01298701 USG, which IMNSHO
is much to small for a fish except perhaps a newly spawned fry. 3
cubic inch tank must be a piece of caKe to do water changes in but
hell in keeping water temps within reason.

First off you need to make up your water in a separate container, not
in the tank itself, and once a month is too long between water
changes. ONly a few things that cause algae, over feeding, too long
between water changes too much light too high of a bio load. If these
are goldfish they are in a tank that is much to small for them and
odds are your filtering only to what tropicals need to be filtered
toop. Goldies are a whole other ball game and require much more filter
power than tropicals do.....
